Participants of the 8th Summit of the Gas Exporting Countries Forum approved the Moscow Declaration.

The final approval of the Declaration took place the day before at the GECF Ministerial Meeting. Deputy Prime Minister of the Russian Federation Alexander Novak named the three main principles reflected in the final document of the 8th Summit.

The first is energy security. The leaders of the GECF member countries noted that mechanisms must be created to respond to crisis situations in the gas industry and emphasised the inadmissibility of sanctions or restrictions applied unilaterally against individual countries. GECF countries are concerned about the impact of geopolitical events on the gas market, as well as about the effect of tariff measures on the reliability of gas supplies.

"We, the Heads of State and Government of the Gas Exporting Countries Forum (GECF) member countries, gathered on October 27, 2026, in the year of the 25th anniversary of the Gas Exporting Countries Forum, at the 8th gas summit in Moscow, expressing our deep concern about the impact of tariff measures that may hinder the effective functioning of markets, the provision of reliable energy supplies and the movement of investment flows," the document says.

Participants of the 8th Summit noted that, according to the forecast, gas consumption volumes will grow by at least 1% per year.

Over thirty years, the growth rate will be approximately 30%. For such growing consumption of cheap, reliable, environmentally clean energy, it is necessary to ensure the security of infrastructure and processing

The second principle reflected in the Declaration is underpinned by the projected growth in demand. It is necessary to ensure long‑term investment in the industry.

The advisability of continuing and the need to conclude long‑term contracts between consumers and producers were also noted

The Moscow Declaration also emphasises the absolute and inalienable sovereign right of countries to dispose of their own natural resources and notes the growing importance of natural gas as a vital energy source and strategic raw material.
