Accessibility of natural gas for developing countries is of particular importance; gas infrastructure and modern technologies are essential conditions for industrialisation and improving people's quality of life. This was stated by Russian Minister of Energy Sergey Tsivilev at a press conference following the GECF Ministerial Meeting.

Accessible natural gas for developing countries, gas infrastructure, modern technologies, investment, necessary conditions for industrialisation, creating new production facilities and improving people's quality of life are of particular importance.

Natural gas remains a guarantor of global energy security. It ensures reliability and accessibility of energy for millions. One of the main outcomes of the Gas Exporting Countries Forum will be the adoption of the Moscow Declaration, the draft of which has been agreed today. It is based on three principles: energy justice, technological neutrality and equal, non-discriminatory access to energy resources and technologies

Sergey Tsivilev also noted that the Declaration enshrines not only general principles but also specific areas of joint work. Among them are the formation of new markets, including in Africa and other developing regions, the creation of mechanisms for long‑term financing of infrastructure projects, technology exchange and the introduction of digital solutions, including artificial intelligence.

Our common task is to create conditions for building long‑term mutually beneficial relations. This requires predictable market rules, long‑term contracts and fair risk‑sharing
